Cyprus Has Met All Conditions for Schengen Accession

The government of Cyprus has officially announced that the country has fully met all technical requirements necessary for joining the Schengen Area. According to the Ministry of Foreign Affairs, the goal of achieving technical readiness by the end of 2025 has been successfully accomplished. Diplomats emphasize that all checklist items have been completed, Cypriot consulates have simplified visa procedures, new equipment has been procured, and Larnaca International Airport is being modernized.

It is worth noting that in July 2025, the Cypriot Parliament approved the law establishing the National Visa Information System (VIS), marking a crucial step toward integration with the EU-wide database. In addition, since July 25, 2023, the country has been successfully operating within the Schengen Information System (SIS), exchanging real-time data on missing persons and objects. The European Commission is now completing its final compliance assessment, and the government expects a positive conclusion.

The “Green Line”: the main political barrier

However, despite flawless technical preparation, Cyprus’s path to Schengen is facing a political obstacle. The main challenge remains the “Green Line” — the buffer zone dividing the Greek and Turkish parts of the island since 1974. Although Cyprus joined the EU in 2004, the northern part of the island remains outside government control, creating a unique legal complication.

Some EU countries, particularly Austria and the Netherlands, have expressed serious concerns. They fear that the “Green Line” could become a loophole for illegal migration and a potential security risk. The issue is further complicated by the fact that under Schengen rules, external borders must be strictly controlled, yet the “Green Line” is not an official state border, and tightening controls could be perceived as recognizing the occupied territories as a separate state.

Migration factor and infrastructure projects

Another stumbling block is the management of migration flows. The European Union requires Cyprus to conduct stress tests for emergency migration scenarios. A key condition is the completion of a migrant reception center in Limnes (Larnaca district). According to the latest data, some sections of the facility will only become operational by spring 2026, delaying the final certification timeline.

According to local media, the “Green Line” is no longer seen as an insurmountable barrier, especially after the installation of new identification systems and the modernization of checkpoints. The Ministry of Interior reported that checks at crossings are now carried out exclusively by police, as most Turkish Cypriots already hold identity documents issued by the Republic of Cyprus.

EU presidency and realistic timelines

In the first half of 2026, Cyprus holds the presidency of the Council of the European Union. Initially, it was planned to align Schengen accession with this symbolic period. However, even the government is now avoiding specific dates, referring to 2026 only as a target timeframe.

Why the delay? Even after a positive assessment by the European Commission, the decision to admit a new member must be approved unanimously by all 29 Schengen countries. This is a complex political process. Moreover, after approval, at least six months will be required for technical system adjustments and staff training. As a result, many experts believe that a more realistic timeline for Cyprus’s full Schengen accession is 2027.

What will change after accession

Despite the delays, the benefits of future membership are substantial. For tourists, this means the removal of passport control on flights between Cyprus and Schengen countries. For holders of Cypriot residence permits (including investors and digital nomads), it will allow free travel across Europe without additional visas. For the economy, it will simplify trade and logistics while boosting the island’s investment attractiveness, effectively turning Cyprus into a full gateway to Europe for international business.
