Management Company Scandal Erupts in Cyprus

In recent years, increasingly serious allegations have been made in Cyprus against management companies responsible for servicing apartment buildings. Many of these companies collect substantial sums from property owners while operating with little to no effective state oversight. The issue is raising growing concern among residents, especially given the prolonged delay in adopting legislation on jointly owned buildings. This bill was first introduced three years ago but has yet to be approved by Parliament.

Cyprus Minister of the Interior Konstantinos Ioannou recently acknowledged that the current regulatory system contains significant gaps. Following the tragic collapse of a building in Limassol that claimed lives, the minister stated that existing laws do not provide sufficient tools to monitor building management or enforce safety standards. Given that nearly half of Cyprus’s population lives in apartment buildings, Ioannou described the reform as a necessity. He warned that every additional delay increases risks to human life and reduces the accountability of management companies.

How Much Do Management Company Services Really Cost?

Property owners, particularly in tourist areas, are increasingly voicing complaints about management companies that, according to them, operate without clearly defined rules. Annual common expenses for a single apartment typically range from €1,000 to €1,500, yet residents do not always receive services that justify these costs. In large complexes with more than one hundred units, the total amount collected can reach €100,000–€140,000 per year for a single development. Owners are understandably asking where these funds go, how expenditures are reported, and who ensures that the money is used transparently.

Another major concern is the potential conflict of interest. Many management companies are believed to have close ties to property developers. Apartment buyers are often required to sign management agreements before they have the opportunity to establish independent owners’ committees. In practice, this deprives residents of the right to choose who manages their building and how their collective funds are spent.

Why Has Reform Been Delayed for Three Years?

The Cypriot government submitted a reform bill in August of last year aimed at bringing order to this sector and introducing long-awaited regulations. Key provisions include clearly defined rights and obligations for owners and tenants, mandatory reserve funds for repairs, compulsory insurance for both buildings and individual apartments, expanded powers for management committees, and the creation of a formal registration and oversight system for management companies.

Despite broad agreement that change is necessary, progress has been slow. Ioannou noted that the delays are worsening existing problems, especially in neglected or structurally unsafe buildings. Resistance in Parliament may be linked to the reluctance of influential stakeholders to lose profitable arrangements. Local self-governing organizations, for their part, argue that the legal framework already exists but is not being properly enforced. The result is a growing number of deteriorating and potentially dangerous buildings that remain without adequate maintenance for years.

The Scale of the Problem: Figures Worth Considering

According to the Cyprus Department of Lands and Surveys, there are nearly 21,000 apartment buildings on the island containing more than 219,000 residential units. Of these, just over 14,000 buildings have been officially registered, representing approximately 159,000 apartments. Experts are particularly concerned that more than 6,500 buildings — nearly 60,000 apartments — have still not been properly registered. These figures clearly illustrate the urgent need for an effective oversight system capable of protecting the rights and safety of tens of thousands of residents across Cyprus.
