In Nicosia, the official opening of a new administrative complex of the Licensing Department of the District Self-Government Organization (EOA) took place. The large-scale facility is located in the Strovolos area on Athalassa Avenue, 84.
The opening ceremony was conducted by Minister of the Interior Konstantinos Ioannou. The consecration of the building took place with the participation of Archimandrite Yorgos Christodoulou, representing the Archbishop of Cyprus Georgios. The event highlighted the importance of the project not only at the administrative but also at the public level.
Why the new center became a necessity
The head of the organization, Konstantinos Yorgadjis, noted that the implementation of the project became especially relevant against the backdrop of a large-scale reform of the local self-government system. According to him, infrastructure and technical equipment, which are usually considered basic for such institutions, had previously been lacking in the necessary volume.
Initially, it was planned to accommodate about 60 employees, but due to the transfer of approximately 11 thousand pending applications and staff expansion, the number of employees increased to 95. This required the urgent construction of a new building.

Modern technologies and service improvement
The new administrative complex brings together all licensing services in one place, which significantly simplifies coordination and speeds up application processing. Special attention has been paid to the archive system: a separate archive block with modern equipment has been created, allowing for the prompt issuance of accurate copies of urban planning and building permits.
The citizen service center has also been significantly expanded. The number of service points has almost doubled — from 10 to 19, which directly affects the reduction of waiting times and improvement of service quality. Thanks to the new conditions, employees work in functional and technologically equipped premises, and archival documents are systematized without interrupting work processes.
Impact on the economy and regional development
The Minister of the Interior emphasized that the modernization of infrastructure plays a key role in improving the efficiency of public institutions. Strengthening the licensing department is seen as an important factor in stimulating investment, developing the construction sector, and increasing the competitiveness of Cyprus’s economy.
The completion of the project became part of a broader strategy of transition to modern, transparent, and citizen-oriented governance. The updated administrative capacities are already contributing to faster procedures, improved interaction with businesses, and increased public trust.
