Tax Reform Will Bring Cyprus Hundreds of Millions of Euros

The tax reform that came into force in Cyprus in January 2026 is already being described as one of the most significant economic overhauls in recent years. According to the Centre for Economic Research of the University of Cyprus, changes to corporate taxation are expected to generate approximately €544 million in gross revenue, with the net gain to the state budget estimated at €263 million. At the same time, lower tax burdens for individuals will cost the government around €221 million.

The new calculations were presented at the Ministry of Finance of Cyprus during a special forum on economic policy. Experts believe the reform can simultaneously strengthen the island’s investment appeal and support families facing rising living costs.

How Cyprus’s Tax System Has Changed

The key change was an increase in the corporate income tax rate from 12.5% to 15%. This step is directly linked to the global tax reform led by the Organisation for Economic Co-operation and Development (OECD) and the introduction of a global minimum corporate tax for multinational companies.

According to analysts, the higher corporate tax rate alone is expected to generate around €240 million in additional budget revenue. Another €130 million is projected from changes to the company profit distribution regime. Additional income will come from corporate levies, property-related taxes, and new taxation mechanisms affecting non-residents.

Despite the increase in corporate tax, Cyprus remains one of Europe’s most attractive tax jurisdictions. According to international tax competitiveness rankings, the republic has risen from 8th to 2nd place among countries offering the most favorable systems for tax residents. For international businesses, the island continues to serve as one of the European Union’s key financial hubs, thanks to its business-friendly regulatory environment, British-based legal system, and large international corporate community.

What Will Change for Ordinary Residents of Cyprus

The main goal of the reform for households is to reduce the tax burden on families and support the middle class. The total value of tax relief for individuals is estimated at €221 million. The largest portion of this amount is linked to revised tax brackets and rate adjustments, accounting for €126 million. Another €32 million will be allocated to additional tax benefits for families with children.

Particular attention has been given to housing costs. The new system introduces tax deductions for rental payments and mortgage interest, which is especially important against the backdrop of record-high property prices and rents in Cyprus during 2025–2026. These measures are expected to cost €35 million.

The government is also encouraging environmentally friendly investments. Tax deductions for “green” expenses — including solar panels, home insulation, and energy-efficient technologies — are estimated at a further €28 million.

How Much Household Income Could Increase

During the presentation, officials provided practical examples showing how the tax burden will change for different categories of taxpayers. A family with two children and annual incomes of €31,896 and €27,180 previously paid €2,675 in taxes. Under the new rules, their total tax liability will fall to just €199. This represents annual savings of €2,476.

A significant portion of these savings comes from the new tax bands, child-related tax relief, and additional green deductions.

The reform is even more beneficial for single-parent households. A single parent with two children and an annual income of approximately €29,796 previously paid €1,377 in taxes. After the reform, this tax liability is reduced to zero. Economists note that such measures are particularly important at a time when rents, food prices, and utility costs in Cyprus continue to rise.

The Government Aims to Reduce the Risk of Poverty

The study indicates that while the tax changes are unlikely to significantly alter the overall level of income inequality, they are expected to improve conditions for the most vulnerable groups. Large families are projected to benefit the most. The risk of poverty among households with three or more children is expected to decline from 20.05% to 18.13%.

At the same time, experts emphasize that most tax benefits primarily affect individuals earning above the previous tax-free threshold of €19,500. People with very low incomes will receive less direct benefit, although they may still experience an indirect improvement in disposable household income. To prevent disproportionately large gains for high-income earners, the authorities introduced income-based eligibility criteria for certain deductions.

Why Cyprus Is Reforming Its Tax System Now

Economists link the reform to several major factors. On one hand, Cyprus must adapt to new international tax standards introduced by the European Union and the OECD. On the other, the government is seeking to preserve the country’s attractiveness to foreign investors and multinational companies.

An especially important issue is competition with jurisdictions such as Malta, the United Arab Emirates, and Ireland, which are also actively competing for international capital. In addition, the tax reform is a response to domestic economic challenges. In recent years, residents of Cyprus have faced a sharp rise in living costs, housing prices, and inflation. The government hopes that the new tax relief measures will help offset some of the pressure on family budgets.

Experts note that 2026 will be a key test for the effectiveness of the new tax system. If forecasts prove accurate, Cyprus will be able to increase budget revenues, support households, and maintain its status as one of the leading business centers of the Eastern Mediterranean.
