Two years after the launch of the Larnaca District Local Government Organisation (EOA), the authority has reported significant progress in clearing the backlog of planning and building permit applications. According to the organisation, its staff have processed 86.6% of all paper applications transferred following the local government reform. Officials say the results demonstrate the effectiveness of a systematic approach aimed at speeding up procedures and improving the quality of service for residents and professionals in the construction sector.
More Than 4,000 Applications Received After the Reform
Since July 1, 2024, when the District Local Government Organisations began operating, the Larnaca EOA has taken over the processing of 4,283 paper applications. Of these, 1,683 were planning permit applications, while 2,600 concerned building permits. At the same time, the organisation faced several major challenges, including staff shortages, the merger of planning and building authorities into a single entity, and difficulties encountered during the rollout of the "Ippodamos" electronic system, which stemmed from insufficient preparation for the reform.
Despite these challenges, the organisation has significantly accelerated its work. To date, it has processed 3,707 paper applications, including 1,280 planning applications and 2,427 building permit applications, representing 86.6% of the total transferred workload. The remaining 576 cases, or 13.4% of the original volume, are still under review. Of these, 403 relate to planning applications and 173 to building permits. The Larnaca EOA says that the review of the remaining applications is in its final stage.

Electronic Applications Continue to Be Processed Actively
The reduction in the paper backlog has allowed specialists to focus on applications submitted through the "Ippodamos" electronic platform. They are currently processing 1,642 electronic planning applications and 679 electronic building permit applications. The organisation expects to gradually reduce this backlog as well.
According to the Statistical Service, the Larnaca EOA issued 1,668 building permits in 2025, the highest figure recorded in the past ten years. The authority believes this reflects a substantial improvement in efficiency following the implementation of the reform.
Local Government Reform Is Accelerating Construction in Cyprus
The positive trend is also reflected in nationwide statistics. According to data for the first quarter of 2026, the number of building permits issued across Cyprus increased by 84% compared with the same period in 2025. The Larnaca District Local Government Organisation says these results have been achieved through the joint efforts of its staff, the revision of internal procedures, and the more efficient use of available resources.
In the near future, the authority plans to further reduce application processing times, improve the performance of its digital services, and enhance the quality of service provided to citizens, architects, engineers, and construction companies. The goal is to make the building permit process in Cyprus faster, more transparent, and more convenient for both residents and businesses.
