The government of Cyprus is preparing for a large-scale digital modernization of the management system for Turkish Cypriot properties. This involves the creation of a new modern information complex that will replace the outdated platform used by the state for more than 15 years. The project is being implemented by the Department of Information Technology Services under the Deputy Ministry of Research, Innovation and Digital Policy of Cyprus.
The cost of the project is about 2.8 million euros excluding VAT. The new IT complex is expected to completely change the approach to managing Turkish Cypriot property and move most processes into a digital format.
Why Cyprus needed a new property management system
The existing property management system was put into operation back in 2008. Over the years it has been upgraded several times, but the technologies used are now considered outdated and no longer meet modern requirements for government digital platforms.
For this reason, the state plans to develop a new integrated management system that will operate faster, more securely, and more efficiently. The new project involves creating a platform — a comprehensive information system for the Turkish Cypriot Property Management Service. It should not only improve internal administrative processes but also provide more convenient access to services for citizens and businesses.
Project cost and implementation timeline
According to the official tender documentation, the project budget is distributed across several key areas. The main portion of the funds will be allocated to the development and implementation of new software, as well as licenses, migration of existing data, and the digitization of archival documents. Separate expenses are planned for staff training, technical infrastructure, and long-term system maintenance.
The contract is designed for almost eight years — 97 months. During the first month the contractor must prepare the initial project report. After that, a three-year phase of development and implementation of the new system is planned. Once it becomes operational, years of technical support, software updates, and provision of cloud infrastructure are planned. The submission of proposals from developer companies is open until March 13, after which a contractor will be selected to implement the project.

Full digitalization of Turkish Cypriot property management
The new system will be responsible for all major processes related to managing Turkish Cypriot real estate in Cyprus. In particular, it will make it possible to digitize and automate procedures for property leasing, contract management, application processing, and financial flow management.
The platform will also be integrated with several government information systems. It will be able to interact with the state accounting system through the General Accounting Office of the Republic of Cyprus, as well as exchange data with the Department of Lands and Surveys. This will make it possible to automatically receive up-to-date information about land plots and properties.
In addition, integration is planned with the systems of the Department of Civil Registry and Migration of Cyprus to verify tenant data, as well as with the urban planning system IPODAMOS used by the Department of Lands and Surveys.
Online services for citizens and tenants
One of the key goals of the project is the launch of modern electronic services for citizens. The new portal will allow applications for renting Turkish Cypriot property to be submitted completely online. Users will be able to register in the system, send documents, track the status of their applications, and receive notifications about the progress of the review.
Through a personal electronic account, citizens will be able to pay rent, send requests for property repairs, update personal data, or submit applications for termination of rental agreements. The system will automatically notify users of important changes via email and SMS. Such digitalization will significantly reduce bureaucracy and decrease the need for personal visits to government offices.
Data analysis technologies and new management tools
In addition to basic property management functions, the new system will include modern data analysis and business intelligence tools. They will allow government bodies to generate statistical reports, analyze property usage, and make more effective management decisions.
The platform will also include a geographic information system, an electronic document management system, and tools for automatic data verification. This will help minimize errors when entering information and increase transparency in all operations.
What will change for citizens and the state
After the implementation of the new platform, the management of Turkish Cypriot properties will become more transparent and technologically advanced. The state expects to improve administrative efficiency, enhance control over financial flows, and speed up application processing.
For citizens, the main advantage will be the ability to use government services entirely online. This corresponds to the overall digital transformation strategy of Cyprus actively promoted by the Deputy Ministry of Research, Innovation and Digital Policy.
Experts believe that the launch of the new system will become an important step in the development of the country’s e-government and will help Cyprus move closer to the leading digital standards of the European Union.
