Since March 2026, updated government housing support programs have come into effect in Cyprus. They are intended for people who are ready to purchase or build a home for permanent residence in rural areas, mountainous regions, and other remote settlements of the island.
The initiator of the changes was the Ministry of the Interior of Cyprus. According to Konstantinos Ioannou, the program was revised after numerous proposals from citizens and specialists. The minister noted that the authorities sought to make the schemes more effective, increase support for families, and eliminate problems that had arisen during the years of the program’s operation.
Why Cyprus supports moving to villages
Housing assistance programs have been operating in Cyprus since 2019. Their main goal is the revitalization of rural and mountainous areas, where the population has been gradually declining. This is especially true for remote villages and territories located near the buffer zone that divides the island.
The state is interested in ensuring that people do not concentrate only in large cities such as Nicosia, Limassol, or Larnaca. The development of regions helps support the local economy, agriculture, and infrastructure. During the operation of the programs from 2019 to 2025, nearly 3 thousand applications for subsidies were submitted. More than 2 thousand families received approval. The total amount of state assistance during this period amounted to about 77 million euros.
How financial assistance changed in 2026
In the new version of the program, the amounts of subsidies for certain categories of applicants have been increased. For example, assistance for displaced persons was increased by about 20%. The maximum grant under the rural program has also increased. Now it is 5 thousand euros higher compared to the previous version of the scheme. At the same time, the authorities have raised the allowable income level for participation in the program. This will allow a greater number of families to qualify for support.
Special attention has been given to families with children. The more family members there are, the higher the allowable income level and the subsidy amount may be. For large families, an additional increase in limits of about 5 thousand euros is provided.

More money for construction in mountainous areas
The changes also affect those who plan to build new housing. State support for building houses in mountainous and economically weaker areas has been increased by 5 thousand euros. For the most remote and high-altitude villages, the assistance has become even more significant. In some settlements, the subsidy amount increased by as much as 15 thousand euros. In this way, the authorities are trying to stimulate relocation to regions where population outflow is felt particularly strongly.
One of the important innovations was the simplification of participation conditions. Now citizens of Cyprus, repatriates, and holders of permanent residence permits no longer need to confirm a minimum period of continuous residence in the country. This decision makes the program more accessible for people who have recently returned to the island or moved here on a permanent basis.
Subsidies can be combined with energy efficiency programs
Another important change concerns housing modernization. Recipients of housing grants will now be able to simultaneously use government programs to improve the energy efficiency of homes. Such projects are implemented by the Ministry of Energy, Commerce and Industry. They allow additional financial assistance for installing solar panels, insulation, window replacement, and other measures that reduce electricity costs. This is especially relevant against the background of rising energy prices in Europe and Cyprus’s active transition to more environmentally friendly technologies.
How to apply for a subsidy
Applications for participation in the updated programs can be submitted until the end of 2027. Documents are accepted by District Administrations at the location of the property. Detailed participation conditions, requirements for applicants, and document forms are published on the official website of the Ministry of the Interior in the housing policy section.
Authorities expect that the updated support schemes will help hundreds of families acquire their own housing and at the same time give a new impetus to the development of rural and mountainous areas of Cyprus.
