The construction market in Cyprus continues to show noticeable growth. According to the latest data from the Statistical Service, in the period from January to November 2025, the number of issued building permits reached 7,340. This is 13.9% more compared to the same period in 2024, when 6,442 permits were issued. The figures confirm the active development of the construction sector and the high interest of investors in real estate on the island.
Growth in cost and scale of construction
Not only the number of permits, but also the economic indicators of the construction industry have increased significantly. The total value of issued building permits rose by 31.8%, indicating growing investment activity and the scale of new projects. At the same time, the total construction area also increased — it showed a growth of 35.3%.
The dynamics are especially noticeable in the residential sector. The number of residential units planned to be built based on issued permits increased by 36.1%. This growth is directly linked to the continuing demand for housing in Cyprus, including interest from foreign buyers, investors, and companies involved in the relocation of specialists.
November 2025 figures
The report also provides separate data for November 2025. During this month, 850 construction licenses were issued. The total value of the projects amounted to 382.9 million euros, and the total construction area reached 333.4 thousand m2.
Based on these permits, 1,631 residential units are planned to be built. Experts note that such figures indicate stable activity among developers and the ongoing expansion of residential infrastructure, especially in major cities and tourist regions of Cyprus.

Administrative reform and new licensing system
An important factor behind the changes has been administrative reform in the building permit issuance system. Since July 1, 2024, the authority to issue permits has been transferred from municipalities to Local Government Organizations (EOA).
At the same time, a new integrated digital portal Hippodamus has been introduced, through which all licensing procedures now go. The goal of the system is to speed up application processing, increase transparency, and reduce bureaucratic delays. According to real estate market specialists, the digitalization of the process is already beginning to positively affect project review timelines and the overall investment climate.
Prospects of the Cyprus construction market
Analysts believe that the growth in the number of building permits in 2025 reflects a steady recovery and development of the construction sector after previous economic fluctuations. Increased investment, modernization of administrative procedures, and high demand for housing create conditions for further expansion of the real estate market.
An additional growth factor remains the interest of international companies and specialists relocating to Cyprus. This stimulates the construction of new residential complexes, apartments, and infrastructure facilities. If current trends continue, the island’s construction sector may become one of the key drivers of the economy in the coming years.
