Major Solar Park Project in Nicosia Halted

The Administrative Court of Cyprus has issued a ruling that could set an important precedent for the entire country. A permit authorising the construction of a photovoltaic park in the Latsia–Geri area of Nicosia has been suspended, and all work on the site is now prohibited until the main appeal is heard. The key reason behind the decision was the court’s determination that continued construction could cause serious and potentially irreversible environmental damage. Judge Lakis Christodoulou specifically emphasised that the consequences of the development could become irreversible if the works were not halted immediately.

What Is Happening at the Construction Site?

The legal challenge was based not on theoretical concerns but on specific findings documented by municipal technical experts. The claim was filed by the Municipality of Latsia–Geri together with four neighbouring landowners who were directly affected by the commencement of the project.

The court reviewed photographs and technical reports which, in its own words, “clarified the situation on the ground.” According to the evidence presented, contractors had already altered the natural terrain, compacted the soil using heavy vibratory rollers, and installed concrete fencing around the site.

Furthermore, the works reportedly affected a protected watercourse buffer zone. Environmental experts also expressed concern about the potential impact on local flora and fauna, including migratory bird species, as well as the increased heat load generated by extensive solar panel installations and the resulting visual impact on the landscape.

“Irreversible Damage” Becomes the Central Argument

The legal battle has been intensely contested. Representatives of the Nicosia District Local Government Organisation and the interested party argued that the claimants had delayed filing their appeal and that concerns regarding irreversible damage had been overstated.

However, the court rejected these arguments. One particularly noteworthy aspect of the ruling concerned the quality of the evidence presented by the opposing side. The court observed that the chief executive of one of the organisations involved, who lacked specialised technical or scientific expertise, merely denied the environmental concerns without providing any substantive counterarguments.

The judge concluded that maintaining the status quo until a final ruling is delivered is the most appropriate course of action, as the potential scale of environmental damage outweighs any temporary inconvenience caused by suspending construction.

The final decision in the case will be made at a later stage. The main hearing has been scheduled for 23 June 2026. Until then, the court has made its position clear: environmental protection takes precedence over commercial interests when there is a risk of irreversible harm.
