The Ministry of Energy, Trade, Industry and Tourism of Cyprus has announced the commencement of the subsequent phase of the energy modernisation project for residential properties.
Applications for the programme commenced on Friday, 21 November, and may be submitted via the ministry's website. The deadline for submissions is 31 December 2025, or until the exhaustion of the available budget.
It should be noted that state support will be provided in accordance with Cyprus' commitment to transition to clean energy in alignment with the Paris Agreement, which outlines measures to reduce carbon dioxide in the atmosphere from 2020 onwards. It is also noteworthy that by 2030, Cyprus is required to reduce greenhouse gas emissions by 40% through improvements in energy efficiency, with a minimum target of 32.5%. In order to achieve these targets, the authorities have developed a plan to modernise Cypriot homes in order to make them more energy efficient. The first phase of the programme was completed in 2021, while the second phase was concluded in 2023. The Ministry granted subsidies to more than 4,000 Cypriot families.

The subsequent phase of the programme will be accessible to those who have been granted permanent residency status in Cyprus, provided that the requisite building permit for their property was issued no later than 21 December 2007.
Concurrently, each application must be accompanied by an expert opinion, based on the results of an energy audit of the building. Following the completion of the works and subsequent verification by a representative of the Ministry, the subsidies will be disbursed.
The basis for receiving subsidies is the purchase and installation of new equipment and materials for properties that fulfil certain criteria, such as having an energy passport with a minimum rating of B. Furthermore, the costs associated with expert assessment, insulation of vertical and horizontal surfaces, as well as the installation of new windows and doors, shading systems, water heating, air conditioning, and other related expenses are taken into account when evaluating applications. In accordance with the terms of the programme, the subsidy covers a percentage of the costs, with vulnerable groups receiving 80% of the total. Additionally, the maximum sponsorship amount granted to each beneficiary is determined based on the type of property in question.
- In Category A, the maximum sponsorship amount is €32,000. This encompasses residential buildings that will undergo an upgrade to near-zero energy status, thereby achieving energy savings of at least %.
- Category B: The maximum sponsorship amount is 24,000 euros. This category includes properties whose renovations will achieve energy savings of at least %.
- Category C: The maximum sponsorship amount is 7,775 euros. The funds will be allocated for the modernisation of heating and cooling systems in houses that have an energy efficiency certificate of class B or higher.
It should be noted that prior to submitting an application, prospective applicants are required to obtain an Energy Performance Certificate for their residence, which is issued by qualified experts registered in the relevant register of the Energy Service.
