The Electricity Authority of Cyprus (EAC) has launched a new infrastructure project in Paralimni. The organization has announced a tender for the construction of a modern Customer Service Center, which will become one of the EAC’s largest facilities in the free areas of Famagusta District.
Location of the Complex
The future complex will be built on a plot of land owned by the EAC within the municipality of Paralimni. The site is located between Andrea Panagidi Street to the east and Louki Lautari Street to the west. It lies approximately 100 meters from the intersection of Himaras Street and Griva Digeni Avenue, one of the city’s main commercial thoroughfares.
The surrounding area includes supermarkets, banks, shopping centers, and other urban infrastructure, ensuring convenient access for visitors.
At present, the site houses an enclosed EAC electricity transmission substation. Once construction is completed, the new administrative complex will operate alongside the existing energy facility.
Paralimni remains one of Cyprus’s fastest-growing municipalities, largely due to the development of the tourism industry in the Protaras and Ayia Napa areas. As a result, the modernization of public and utility services has become an important part of the region’s development strategy.
Project Details
According to the project specifications, the building must provide at least 865 m² of internal floor space. The ground floor will house the EAC Customer Service Center, designed to serve both residents and businesses within Cyprus’s liberalized energy market.
At least two additional floors will accommodate the company’s administrative and technical departments. These will include offices for network services and electricity supply teams, storage facilities, archives, conference rooms, training classrooms, staff lounges and dining areas, sanitary facilities, and other essential operational spaces.
The project also includes the installation of modern electromechanical systems, an automated building management system, CCTV surveillance, a comprehensive security system, and parking facilities for employees and visitors.
Open spaces surrounding the building will be landscaped in accordance with modern standards of aesthetics and functionality, ensuring that the architectural complex integrates harmoniously into the urban environment.
This approach reflects a broader trend across Cyprus, where new public and administrative buildings are increasingly designed with sustainability, energy efficiency, and user-friendly outdoor spaces in mind.

Project Delivery Model
Under the terms of the tender, the selected contractor will be responsible for the entire project lifecycle—from preparing architectural and engineering designs to construction and the subsequent maintenance of the facility for a period of 12 years.
The scope of work includes design development, obtaining all necessary government approvals, construction supervision, execution of building works, landscaping, creation of parking areas, and long-term technical maintenance of the completed facility.
A distinctive feature of the project is the requirement to develop three different architectural concepts. Following consultations with EAC representatives, the preferred option will be selected and used as the basis for final design development and the approval process.
The estimated value of the contract has been set at €3.2 million excluding VAT. However, the EAC has clarified that the tender is subject to the allocation of the necessary financial resources. Should funding not be secured, the organization reserves the right to cancel or discontinue the procurement process.
Applications from potential contractors will be accepted until July 22, 2026. According to the project schedule, the design and construction of the new complex must be fully completed within 24 months of the contract signing.
The New Facility Will Be Part of EAC’s Infrastructure Modernization Program
In recent years, the Electricity Authority of Cyprus has been actively investing in network modernization, service digitalization, and the expansion of customer infrastructure.
The new center in Paralimni is expected to improve service quality for residents of the eastern part of the island, where tens of thousands of permanent residents live and hundreds of thousands of tourists visit each year.
Once completed, the complex is expected to become one of the EAC’s key administrative facilities in the free areas of Famagusta District, significantly improving public access to the services provided by the national electricity authority.
