Water consumption controls tightened in Larnaca

On Tuesday, August 12, the Larnaca District Administration (EOA) announced the immediate implementation of updated special measures under the 2025 Water Conservation Law No. 1/1991, which increases fines for water waste.

This decision was prompted by the prolonged drought and sharp reduction in Cyprus's fresh water reserves. Currently, the water level in the island's reservoirs has fallen below 40% of normal levels, threatening the stable water supply during the summer.

What is now prohibited for residents of Larnaca

According to the law, it is strictly forbidden to use hoses to wash sidewalks, streets, verandas, fences, and vehicles, regardless of whether the water comes from the centralized water supply system or private wells. These measures aim to save every liter of water, as water supply disruptions are already occurring in arid areas of Cyprus.

New fines and payment deadlines

The administrative fine has increased from €51 to €85. Violators are given 30 days to pay. If the fine is not paid on time, it automatically increases by 50%. An additional 15 days are given to pay off the debt. After 45 days, the case will be referred to a court. If the violation is repeated within 18 months, the fine will increase to €150.

Particular attention is paid to the legal liability of property owners. If a violation is committed by an employee or contractor, the property owner is still responsible. If the notification is refused, the document is posted on the property and considered delivered.

Criminal liability and inspections

Obstructing an inspector's work is punishable by a fine of up to €1,500 or imprisonment of up to six months. Larnaca Water Authority staff will conduct regular inspections and may visit any premises (except residential buildings) to check compliance with the law, presenting their official ID upon request.

The authorities urge residents and businesses to use water responsibly. If the situation worsens, water rationing may be introduced, as it was in 2008.
