The historic center of Nicosia continues its transformation. In the capital of Cyprus, the third phase of major renovation works has begun on the pedestrian streets of Ledra and Onasagorou, as well as the adjacent side streets.
This project forms part of a comprehensive strategy to revive the old city and is aimed at improving living conditions, preserving the area’s unique architectural character, and creating a more attractive urban environment for residents, businesses, and tourists. In recent years, central Nicosia has become a hub for cultural initiatives, gastronomy, and small businesses. The new phase of reconstruction is intended to strengthen this momentum, making the area more functional and resilient to modern challenges.
Investment and Project Scope
The budget for the third phase is estimated at €5.5 million, excluding VAT. The project предусматривает a comprehensive upgrade of street infrastructure with a strong focus on pedestrian comfort and inclusivity. The works include resurfacing of streets, improved accessibility for people with reduced mobility, modernization and underground installation of electricity, water supply, and telecommunications networks, as well as enhancements to the stormwater drainage system.
At the same time, modern “smart city” solutions are being introduced: street lighting is being upgraded, new urban furniture installed, trees planted, and areas of natural shade created. Particular attention is being paid to environmental considerations and to adapting public spaces to Cyprus’s climatic conditions.
Project Management and Quality Control
To ensure effective project delivery, the Municipality of Nicosia has announced a tender via the e-procurement platform for the appointment of a project director. The director’s role will be to provide technical and administrative oversight of the works, coordinate all involved parties, and monitor compliance with timelines and quality standards.
The project director will act on behalf of the municipality by providing expert advice, reports, and recommendations, but without the authority to make independent decisions or issue binding instructions to contractors. This approach is intended to ensure transparency and strict control over the implementation of one of the capital’s key infrastructure projects.

Timeline, Terms, and Contract Value
The contract for the project director’s services will run for 48 months from the commencement of contractual obligations or until completion of all acceptance procedures and approval of final accounts. The contract value is set at €75,000, excluding VAT.
The Municipality of Nicosia reserves the right to terminate the contract unilaterally and early, with at least 30 days’ written notice to the contractor, should the project for any reason not proceed to implementation. Submission of proposals from interested companies is open until 9 January, 11:00 a.m.
