Hyperion Limassol project has been blocked in Limassol

The ambitious Hyperion Limassol project, which includes a 140-metre Ferris wheel, leisure areas, shops, and an aquarium, has faced fierce opposition from Cypriot environmental authorities. Construction was planned to take place on the south side of Limassol's Old Port after an artificial land area had been reclaimed. However, the Department of Environmental Protection issued a negative opinion, blocking the project.

The project was not approved.

HYPERION LIMASSOL LTD submitted an environmental impact study, but in February 2025, the Maritime Spatial Planning Committee decided not to issue a certificate of compliance with the current maritime zone development plan. This was because the concept of reclaimed land and the construction of a Ferris wheel did not comply with Cyprus's approved maritime spatial planning policy, as set out in laws passed in 2017 and 2021. Experts also pointed out that the project contradicts the philosophy of sustainable coastal area development and poses risks to the marine ecosystem.

Residents and environmentalists reacted negatively

The idea of a large-scale attraction sparked a storm of protests in Limassol. Local residents, environmental organisations, and green movement representatives insisted that such construction would destroy the natural balance and violate the terms of the Barcelona Convention for the Protection of the Mediterranean Sea.

In October 2024, Green Party MP Charalambos Theopemptou questioned Transport Minister Alexis Vafiadis regarding the project's legality and the necessity of an environmental assessment.

In spring 2025, the minister announced that the Limassol municipality had only granted preliminary approval for the project, and that the final decision would be made by the Maritime Planning Committee. Ultimately, the Committee rejected the project.

According to the initial plans, Hyperion Limassol was to include a single-storey building with leisure areas. On the roof, there was to be a giant, 140-metre-high Ferris wheel with cabins for visitors. The project also included an aquarium, commercial premises, restaurants, and shopping areas. However, against the backdrop of protests and a negative opinion from the environmental authorities, the project's prospects are extremely doubtful.

Context and significance

The story of Hyperion Limassol reflects a broader trend: in recent years, Cyprus has increasingly blocked projects that could damage coastal areas and the ecosystem. As the island's largest port city, Limassol is seeking to develop as a tourist and business centre. However, it is also facing pressure from environmentalists and international organisations demanding compliance with sustainable development standards. According to experts, the situation surrounding Hyperion will be a test for Cyprus's investment and environmental protection policies.
