Nicosia will undergo a reconstruction and revitalization of the historic center of Strovolos. The local municipality announced the implementation of one of the most significant projects in recent decades. Recently, the city administration signed the corresponding contract with the contractor. On behalf of the client, documents were signed by Stavros Stavrinidis, Mayor of Strovolos, and on behalf of the contractor — Yiannakis Ioannou, CEO of Miltiades Neophytou Civil Engineering Contractors & Developers Ltd.
The total cost of the project is estimated at €5.65 million, including VAT. Of this, €4.93 million was allocated through the EU Cohesion Policy program THALIA 2021–2027, aimed at developing sustainable and modern cities. The funding covers not only construction and engineering works but also activities related to information support and project promotion.
Modern Reconstruction with Respect for History
According to the mayor, the project is a historic step for the city, combining respect for cultural heritage with modern urban standards. Work will focus on the area around the ancient churches of Panagia Chryseleousis and Agios Georgios, where a unified road surface level, modernization of the stormwater drainage system, and elimination of long-standing infrastructure issues are planned.
The project will help reduce vehicle speeds, improve pedestrian and driver safety, and enhance accessibility for all citizens. A low-noise, low-emission zone will be created, in line with EU environmental policies and modern sustainable development standards.

City of the Future: Smart Technologies and Cultural Heritage
Special attention will be given to cultural identity and the preservation of historic monuments. Works include:
- Landscaping areas around the churches
- Installation of modern street lighting
- Creation of public recreation zones
- Introduction of “smart city” elements, including underground utilities, energy-efficient solutions, and digital infrastructure
New parking spaces will also be provided, reducing congestion in the historic center and increasing comfort for residents and visitors. Mayor Stavrinidis emphasized that the project will not only revive the look of old Strovolos but also make it a hub for tourists and locals, where history harmoniously blends with innovation.
Timeline and Resident Participation
Major construction works are scheduled to begin in early 2026. The city administration has promised to keep residents and property owners in the reconstruction area fully informed of upcoming changes. The municipality has already created a dedicated online portal and active social media pages, where project news, plans, and visualizations will be published, allowing residents to follow each stage of implementation in real time.
