The Cyprus Department of the Environment has rejected applications for the construction of two new hotels in Ayia Napa.

The first one was the construction of a 5-star Marina Bay, the second was a 4-star hotel by Anastasia Tsokkou Estates.

The Cyprus Department of the Environment has published a special report on the negative effects that the construction of hotel units in the specially protected area (SPA) of Agia Thekla - Liopetri may cause.

The report clarifies that more recent urban planning applications have been considered for additions to the refurbishment of existing developments or the construction of new hotel units in adjacent areas that are very close to or fall within the protected area and exceed building limits. Therefore, “any implementation of new projects in the form in which they were submitted for consideration to the department, in combination with existing projects in this region, will lead to further degradation, deterioration and loss of a significant part of the habitat in the area of ​​Agia Thekla - Liopetri.

The Cyprus Department of the Environment has given some recommendations to developers on project changes and put forward conditions under which it will be able to consider re-applications.

As you may know, the project of the Marina Bay hotel by Abelia Campus Ltd and ACC Hadjichristou Bros Ltd provided for the construction of an 8-storey building with 334 rooms (668 beds) with the services of a Turkish bath, a fitness center, a stadium, restaurants and bars, recreation rooms, indoor and outdoor pool.

The construction cost of the project was estimated at €20 million. Its financing was to be carried out at the expense of private funds.

However, some part of the development site fell within the boundaries of the protected area, therefore the project is awaiting an impact assessment by the Ad Hoc Committee. It falls into the T3de urban tourist area with a maximum construction factor of 0.4, a maximum number of floors - 3 and a maximum height - 13.50 m.

According to the conclusions of the special report, the developer must take the following measures:

  • The development factors of the project (building ratio, maximum number of floors, maximum height and maximum coverage) must not exceed the provision of the urban area T3de of the Ayia Napa Political Declaration (2017). Thus, the project should have a maximum building factor of 0.3, a maximum number of floors - 3, maximum height - 13.1 m and maximum coverage - 0.2.
  • Building objects should be located on the north side of the site, and green areas - on the south side of the site.
  • There should be no interference (including landscaping) by the developer on the plots that fall under the SPA.
  • Lighting to be installed in open building areas should be of low intensity and should be directed towards the ground in order to avoid as much as possible the influence and light pollution outside the building areas.
  • The applicant must submit a Public Information Plan for a Natura 2000 protected area for approval by the Department of the Environment and the Cyprus Hunting and Wildlife Service.

As for the second 4-star hotel, owned by Anastasia Tsokkou Estates Ltd, the project involved the construction of a 6-storey building with 452 beds.

The land plot on which the hotel was supposed to be built is located about 40 meters from the protected area. The project falls into the urban tourist zone T2a with a maximum building ratio of 0.45, a maximum number of 3 floors, and a maximum height of 13.10 m.

According to the conclusions of the special report, the developer must take the following measures:

  • The development factors of the project (building factor, maximum number of floors, maximum height and maximum coverage) must not exceed the provision of urban zone T2a of the Famagusta Local Free Areas Plan (2020). The project should have a maximum building factor of 0.45, a maximum number of floors - 3, a maximum height - 13.5 m and a maximum coverage - 0.25.
  • Building objects should be located on the north side of the site, and green areas - on the south side of the site.
  • Lighting to be installed in open building areas should be of low intensity and should be directed towards the ground in order to avoid as much as possible the influence and light pollution outside the building areas.
  • The applicant must submit a Public Information Plan for a Natura 2000 protected area for approval by the Department of the Environment and the Cyprus Hunting and Wildlife Service.
