Cyprus Updates Regulations for Electromechanical Systems in Buildings

In Cyprus, the regulations governing electromechanical systems in buildings have been officially updated. This is an important step in the modernization of the country’s construction industry. The changes are aimed at improving design quality, strengthening control over the execution of works, and implementing modern standards of safety and energy efficiency in real estate.

A key role in advancing the reforms was played by the Cyprus Scientific and Technical Chamber (ETEK), which for many years insisted on the need to revise the standards for designing and supervising engineering systems. The new rules take into account modern market requirements and align with pan-European trends in construction.

New rules

One of the main innovations is the requirement for the mandatory preparation of detailed engineering designs for all new real estate projects. All applications for building permits submitted after March 11, 2026 must be accompanied by full documentation on electromechanical systems.

This applies to heating and air conditioning systems, hot water supply, as well as other technical solutions used in a specific project. Importantly, the new rules also apply to private houses, eliminating previous exceptions, which significantly raises the overall quality level of the housing stock.

The reform introduces mandatory supervision of engineering works by the designer for the first time. Now, the engineer who developed the project will be responsible for overseeing its implementation in practice. This decision is aimed at eliminating construction errors and increasing the accountability of specialists.

After the completion of works, official confirmation from engineers will be required, guaranteeing that all systems are installed in accordance with the approved design and the conditions of the building permit. This creates an additional level of protection for property owners and reduces the risks of technical malfunctions.

Register of specialists and new professional requirements

As part of the reform, a unified register of design engineers and supervision specialists is being created. Starting from July 2028, registration in this register will become mandatory for everyone involved in the development of engineering projects. The system provides strict qualification requirements, including relevant education, practical experience, and professional liability insurance. This will help increase trust in specialists and ensure a high standard of work execution.

The introduction of the new rules coincides with growing attention to the energy efficiency of buildings amid climate change and rising electricity costs in Europe. Modern engineering systems make it possible to significantly reduce energy consumption, which is especially relevant for Cyprus with its hot climate. Experts note that such changes may affect construction costs, but in the long term they make buildings more economical and safer. In addition, raising standards may increase the investment attractiveness of real estate in Cyprus, especially for foreign buyers.

Gradual implementation of the reform

The implementation of the new rules is carried out in close cooperation with the Ministry of the Interior of Cyprus, which should ensure their effective realization without serious disruptions to the industry. It is expected that the transition to the new standards will be gradual; however, it is already clear that the construction sector in Cyprus is moving toward a more transparent, safe, and technologically advanced model of development that meets modern European requirements.
