Six High-Rise Towers to Be Built on the Site of Former Oil Refinery in Larnaca

In the Livadia area of Larnaca, where an oil refinery was previously located, the construction of six high-rise towers with heights ranging from 70 m to 87 m is planned. The project will become part of a large-scale renovation of the coastal zone, which in recent years has been actively transforming from an industrial territory into a modern urban cluster with housing, business, and public spaces.

The investor is Shajwawi Lebovich Karekla Developments Ltd, which has submitted documents for review to the Department of Environmental Protection of Cyprus. The land plot for development was provided by Petrolina. The project is being implemented as part of a comprehensive reconstruction of the territory of former oil storage facilities, which after the local government reform became part of the unified municipal cluster of Larnaca.

New appearance of the Larnaca coastal zone

The project called Horizon Towers is conceived as a unified architectural and functional space with modern design and high construction standards. The investment is divided into two main sections — Plot 1 and Plot 2. Separate urban planning applications have been submitted for each of them, however the concept remains unified and harmonious. Documentation for Plot 2 will be presented additionally.

In its full scope, the complex will include six residential towers with public areas on the ground and underground floors. These will include gyms, storage premises, technical zones, parking areas, and spaces for residents’ recreation. Additionally, two public-use buildings are planned with restaurants, shops, offices, spa zones, swimming pools, green landscaping, and even a padel court. This format corresponds to modern trends in coastal real estate development in the Mediterranean, where demand for housing by the sea grows by more than 10% annually.

Details of the first phase of Horizon Towers

The environmental study examines in detail the first construction phase under application number 67 698 — Horizon Towers Plot 1. It will be implemented on plots 228 and 229. The construction of two 20-storey towers with a height of 86 m each is planned here. The projects have been named Horizon 1 and Horizon 2.

The two skyscrapers will contain 99 residential apartments. Public areas are planned on the ground and underground levels, including fitness halls, staff facilities, parking spaces, and recreation areas. A separate 5-storey public-use building with restaurants, shops, offices, and a spa center will be constructed nearby.

The project provides for a recreation area with a swimming pool with a depth of 1.4 m and an area of 550 m2, a children’s playground, landscaped green areas, internal roads, as well as parking for cars and bicycles. This format creates a complete residential quarter with developed infrastructure within walking distance from the sea.

Environmental assessment and sustainable development

The submitted environmental impact assessment analyzes the possible consequences of construction and further operation of the complex. The document considers both potential positive effects and possible risks for the natural environment, urban infrastructure, and residents’ quality of life.

The study aims to identify optimal environmental solutions if adjustments to the original project are required. Special attention is given to issues of noise, transport load, waste management, energy consumption, and impact on the coastal ecosystem. Under conditions of active development in Larnaca, such projects undergo strict control, as the city is gradually becoming one of the most attractive destinations for investment in real estate in Cyprus.

Prospects for the development of the former oil storage territory

The reconstruction of the former oil refinery zone is considered one of the largest urban development projects on the eastern coast of Cyprus. After the unification of the municipalities of Larnaca, Livadia, and Oroklini, the territory received a unified strategic development plan.

The construction of six towers up to 87 m high may significantly change the city skyline and increase the investment attractiveness of the region. Real estate market experts note that coastal projects with modern infrastructure remain the most in demand among foreign buyers and investors, especially in the premium housing segment.

Thus, Horizon Towers may become a new landmark for the development of Larnaca and a symbol of the transformation of the former industrial zone into a modern residential and business center by the sea.
