After nearly a decade-long pause, work will soon resume on one of the Larnaca region’s most important infrastructure projects — the second phase of the Pervolia coastal pedestrian and cycling route. If all goes according to plan, construction will begin in June 2026, marking the end of years of delays and bureaucratic hurdles.
From the 2017 Project to a New Reality
The first stage of the Pervolia promenade upgrade was completed back in 2017, but further development stalled due to technical and administrative issues. Only in autumn 2025 did Cyprus’s Ministry of the Interior officially confirm that all preparatory design and engineering work was nearing completion.
Minister of the Interior Constantinos Ioannou announced that final architectural and structural plans — including landscaping and irrigation systems — are now being finalized. Once approved, a tender for contractors will be announced. According to the current schedule, this is expected in the first quarter of 2026, with actual construction to begin in summer 2026.
What Will Change: A New Life for Pervolia’s Coastline
The second phase of the project will not only extend the existing promenade but also transform it into a full-fledged recreational area. The coastal zone will feature new walkways, cycling paths, seating areas, and shaded structures. In addition, changing rooms, showers, and parking spaces will be built — all in line with modern environmental and construction standards.
The minister emphasized that feedback from local residents and the municipalities of Dromolaxia-Meneou and Pervolia was taken into account during the design stage, particularly regarding the placement of parking and infrastructure near private properties.
“All requests were reviewed with fairness to every resident. The project is the result of open dialogue with the community,” said Ioannou.

Funding and Implementation Timeline
According to preliminary estimates, the second phase of the Pervolia seafront renovation will cost around €1.5 million. Two-thirds of the amount will be funded by the state, while the remainder will come from local authorities and a special fund for land acquisition for public use. Construction is expected to last about 20 months and will be overseen by Cyprus’s Department of Town Planning and Housing.
Tourism, Sports, and Ecology: Why Pervolia Needs This Project
Located just 10 minutes from Larnaca Airport, Pervolia has long been one of the region’s most attractive seaside areas for family recreation and cycling. However, the lack of modern infrastructure has hindered tourism and business development.
The new promenade and cycling route are expected to attract not only tourists but also residents from nearby areas such as Dekeleia, Kiti, and Mazotos. According to local officials, this initiative will help Pervolia gain recognition as an eco-friendly resort area, an important step in promoting Cyprus as a sustainable tourism destination for 2026–2027.
Expert Opinions: An Investment in Larnaca’s Future
Urban analysts note that coastal improvements have a direct impact on real estate values. According to Cypriot real estate agencies, properties within 500 meters of new infrastructure developments have already increased in price by 10–15%.
“This isn’t just a seaside walkway — it’s a boost for small businesses, restaurants, and the rental market. Pervolia is becoming a new center of activity in Larnaca,” said urban planner Andreas Pasiourtides, who previously raised the issue in Parliament.
If the timeline is met, by the end of 2027, both residents and visitors to Cyprus will be able to stroll along a modern coastal promenade, enjoying the Mediterranean views and clean beaches of Pervolia. The project will blend aesthetics, ecology, and comfort, strengthening Larnaca’s position as a region where tradition, modernity, and sustainable development come together.
