Paphos continues to be the most attractive region for foreign investors and property buyers. According to official data presented by the Minister of Interior of Cyprus, Constantinos Ioannou, in response to a parliamentary inquiry by Christos Christofidis, Paphos recorded the highest number of residential property sales among both European Union citizens and third-country nationals.
From September 15, 2024, to September 15, 2025, foreigners purchased a total of 962 residential units in Cyprus. Of these:
- 577 sales involved third-country nationals
- 385 sales involved EU citizens
Paphos leads the market, with 313 units purchased by third-country nationals and 189 by Europeans. Limassol ranked second, showing high demand from Russian and Israeli buyers, while Larnaca took third place, increasingly attracting buyers from Israel, Lebanon, and the United Kingdom.
Who is buying property in Cyprus
Based on Ministry statistics, there is a clear regional distribution:
- Nicosia: mainly Greek and Romanian buyers
- Free part of Famagusta: British buyers
- Larnaca and Limassol: active Israeli investors
- Paphos: traditionally dominated by British and Israeli investors
Experts attribute high foreign interest to several factors: a favorable tax climate, stable economy, competitive pricing compared to other European countries, and the possibility of obtaining residence permits through property purchases.

Land plots and statistical limitations
The report also includes data on land transactions:
- Among third-country nationals, the highest number of vacant plot sales occurred in Larnaca — 84 transactions
- Among EU citizens, the most transactions were in Limassol — 98 transactions
Regarding multi-storey buildings, the Ministry notes that accurate data is not available. Many buildings lack updated property titles, making it difficult to track sales. When registering new complexes, separate titles are issued for each unit — apartments, shops, offices — so sales are recorded as multiple individual transactions rather than a single building sale.
During the period under review, no hotel property sales were recorded. For agricultural and other land categories, the Ministry notes that a complete tracking system is not yet in place, but a digital cadastre is expected by 2026.
Cyprus strengthens its position in the European real estate market
According to recent reports, 2025 has been one of the most active years for the Cyprus real estate market in the past five years. Growth is particularly notable in coastal regions — Paphos, Limassol, and Larnaca.
Experts predict that foreign buyer demand will continue to rise, fueled by accelerated residency programs via investment and simplified property purchase rules for non-residents. By the end of 2025, the number of sales to third-country nationals is expected to exceed one thousand units.
