The Municipality of Nicosia has announced that it will completely phase out paper bills and notifications. From 1 January 2027, all information relating to municipal charges, fees, and outstanding balances will be sent to residents exclusively in electronic format.
The move forms part of the municipality's digital transformation programme and environmental strategy. The authorities expect that switching to electronic communication will reduce paper consumption, speed up the delivery of information to residents, and make interactions with the municipality more convenient. At the same time, the municipality announced that it has already begun issuing 2026 household waste collection bills to residents of the municipal districts of Nicosia, Engomi, and Agios Dometios.
What property owners need to do
To continue receiving bills and notifications after the transition to the digital system, property owners must register their contact details in advance.
Each bill includes a unique QR code linking to an online registration form. The municipality notes that a separate QR code is issued for each property and for each type of municipal charge. Owners with multiple properties or different categories of municipal fees must complete a separate registration for each one. This system will allow municipal services to send electronic bills, payment reminders, and other important notifications promptly.
How to pay municipal charges
Residents can pay their municipal charges in several ways. Payments can be made online through the municipality's official portal, at Citizen Service Centres, or at the Municipality's Central Cash Office. Citizen Service Centres accept payments on weekdays from 08:00 to 14:30 by bank card only. During the same hours, the Central Cash Office accepts both cash and card payments.
In recent years, an increasing number of municipalities across Cyprus have expanded their digital services. Many local authorities already offer online tax payments, the issuance of official certificates, and the submission of applications via the internet. Nicosia's transition to fully electronic billing is regarded as another important step in the government's broader programme to digitalise municipal services.
Deadline for submitting objections
Residents who believe they qualify for an exemption or discount may submit an application together with supporting documents. Applications can be filed at Citizen Service Centres, the Municipality's Central Cash Office, or by email. Application forms are available on the municipality's official website.
The deadline for submitting objections is 31 July 2026. The authorities warn that applications submitted after this date or those that do not comply with the required procedures will not be considered.
The municipality reminds residents that the final payment deadline is stated on each individual bill. Under current legislation, any unpaid balance after the due date will automatically incur a 10% penalty. Residents are encouraged to pay on time and register their electronic contact details well in advance to ensure they continue receiving important notifications after 1 January 2027 and avoid unnecessary additional charges.
