The Cyprus Department of Environment has issued a renewed positive opinion for the Coral Valley project, which Harbourshore Estates Ltd plans to develop in Akamas Municipality, in the Peyia area of Paphos.
The review of the documents was completed on September 24, 2026. The estimated construction cost is around €11 million. Coral Valley had previously received the necessary permits, but they expired and therefore had to be renewed. The new permits cover the previously approved residential development as well as the construction of a biological wastewater treatment plant. Some construction works on the site had already begun under the previous permits. The project is expected to be completed within 5 years.
Project details
The complex is planned to include 68 homes of different types: apartments, townhouses and villas. At full occupancy, Coral Valley is expected to accommodate around 250 people. The 11,432 m2 site is located near Coral Bay beach. The main development area will cover approximately 5,797 m2.
The project provides for swimming pools with a total volume of around 321 m3 and 82 parking spaces. Of these, 4 will be designated for people with disabilities and another 10 for visitors. The updated version of the project also includes its own biological wastewater treatment plant with a capacity of 115 m3 per day.

Trees, landscaping and environmental requirements
Construction will affect existing vegetation on the site if it has not already been removed during earlier works. This includes, among other species, Pinus brutia pine and Cupressus sempervirens cypress. The developer plans to prepare a separate landscaping scheme using endemic and/or local species of plants and trees. A large public green park is also expected to be created next to the site.
The environmental approval includes a number of conditions that will also apply after construction is completed. In particular, the discharge of pollutants into the soil, groundwater, surface water or coastal waters is prohibited. Wastewater and water from washing swimming-pool filters must also not be discharged into soakaway pits or ditches.
