Building Permit Delays Are Driving Up Housing Prices in Cyprus

Housing affordability in Cyprus depends on several factors at once: property prices, construction material costs, financing and the pace at which new projects enter the market. In the first quarter of 2026, housing prices in Cyprus increased by 3.4% year on year. According to Eurostat, the price index was around 50% higher than its 2015 level.

Pressure is also being felt in the rental market. During the first 5 months of 2026, Eurostat’s Harmonised Index of Actual Rentals for Housing increased steadily month on month. According to the Statistical Service of Cyprus, annual rental growth accelerated:

  1. in January — 2.5%;
  2. in April — 4.5%.

Against this background, the question of how quickly new residential projects can move from planning to construction is becoming particularly important.

Why permit delays can add €61,000 to the price of an apartment

The problem is clearly illustrated by an analysis from Yiannis Misirlis, Chairman of the Cyprus Land and Building Developers Association. The calculations concern a residential project with 125 apartments. Initially:

  1. land cost — €7 million;
  2. construction — €25 million;
  3. total project cost — €32 million.

If the necessary permits can be obtained in around 6 months, the project can be implemented without significant additional costs, and the average apartment price would be around €307,000. However, if the start of construction is delayed by 4 years due to licensing procedures, costs rise sharply. During this period:

  1. the cost of capital tied up in the land would amount to around €1.7 million;
  2. project holding costs during the waiting period would add another €800,000;
  3. higher construction costs would add approximately €3.8 million.

In total, the additional costs would reach around €6.3 million — while the developer’s profit would not increase by a single euro. As a result, the average apartment price would rise from around €307,000 to €368,000. In other words, the same apartment could become approximately €61,000 more expensive solely because of a four-year delay in the start of construction.

What happens to the market when new homes are delayed

The consequences affect more than just buyers. If projects remain stuck for years before reaching the construction stage, fewer new apartments enter the market and supply cannot keep pace with demand. As a result, even a relatively small increase in demand can lead to more noticeable rises in both property prices and rents.

The situation is similar for rental housing: additional costs related to land, financing, project maintenance and construction do not disappear. Ultimately, they may also be reflected in rental prices.

Cyprus is trying to increase housing supply. According to the Ministry of Interior, applications for the use of planning incentives and additional building coefficients are expected to provide more than 2,500 new residential units over the next two years, 275 of which will be affordable housing. In 2026, the authorities also revised special planning incentives for the construction of affordable housing. Construction statistics show that activity is indeed increasing. Between January and April 2026, 2,915 building permits were issued in Cyprus, compared with 2,157 a year earlier — an increase of 35.1%. The total value of projects rose by 46.1%, their total area by 45.5%, and the number of planned residential units by 65.0%, to 7,131.

Why the speed of permitting becomes part of the cost of housing

Accelerating procedures does not mean abandoning oversight or lowering construction safety standards. The aim is for the necessary checks and approvals to be completed quickly and predictably. For developers, every additional year means:

  1. higher financing costs;
  2. higher overhead expenses;
  3. higher costs for construction materials and works;
  4. capital being tied up.

For buyers, this can ultimately mean a higher apartment price, while for tenants it may result in higher rents and fewer affordable options. Cyprus already has fast-track licensing mechanisms for certain categories of projects, while the state is also using additional building coefficients and the Build to Rent programme to increase the housing stock. Under the 2026 budget, the government has also allocated funding to expand affordable housing programmes.

Housing affordability in Cyprus is therefore no longer only a question of land prices, material costs or mortgage rates. Time also has a price. The longer potential housing remains stuck in the approval stage, the greater the likelihood that part of these costs will ultimately be paid by buyers and tenants.
