The Cypriot Cabinet has approved a proposal from the Ministry of the Interior to amend the rules for calculating fees for the issuance of building permits and land development permits. According to Interior Minister Konstantinos Ioannou, the goal of the reform is to replace the complex calculation system with clearer and more uniform rules. This should simplify the review of applications and make the permit process more efficient. The proposed changes include:
- The abolition of Cyprus’s territorial division into three zones with different cost coefficients.

- The elimination of tiered rates, the amount of which depended on the area of the building or plot of land, divided into separate sections.
- The elimination of additional fees for exterior work.
- Clarification of the deadlines for paying permit fees.
- Introduction of clear rules for refunds in specified cases.
According to the authorities, a unified and more transparent methodology will reduce bureaucracy and minimize discrepancies in the application of rules. The changes are intended to simplify the process not only for citizens but also for architects, engineers, developers, and government agencies. However, the published announcement does not specify any new rates. Therefore, it is not yet possible to determine how the cost of permits will change for specific types of real estate and construction projects.
When the changes will take effect and how many permits have already been issued under the expedited procedure
The reform of fee calculations is part of a broader overhaul of Cyprus’s permitting system. The authorities aim to speed up the review of applications, reduce delays, and create more flexible conditions for the construction industry.
One of the changes already implemented is an expedited procedure for obtaining permits for low- and medium-risk projects. According to the Ministry of the Interior, the following permits have already been issued under this procedure:
- More than 3,000 building permits for single-family and two-family homes—within 40 business days.
- More than 1,500 permits for the construction of apartment buildings with up to 20 units—within 80 business days.
The minister noted that the new initiative should serve as another step toward reducing bureaucracy and improving the efficiency of the licensing system. The next step is for the Cypriot House of Representatives to consider the amendments. The Cabinet has approved the proposed changes, but parliamentary debate is required for their final adoption. Until this procedure is completed, the new rules for calculating fees cannot be considered to have entered into force.
