Nomad Capitalist, an immigration and tax consultancy, has published its annual ranking of the world's best passports - the Nomad Passport Index 2025.
Cyprus is ranked 26th, down two places from 2024 and five places from 2023.
It is worth noting that unlike other rankings, the Nomad Passport Index evaluates passports not only on the number of countries with visa-free entry, but also on other key criteria that reflect the true quality of citizenship. These include freedom of movement, tax policy, global perception, dual citizenship opportunities and level of personal freedoms.
The cumulative score for the island nation's passport across all five indicators was 104.5. Incidentally, Cypriot citizenship allows free entry or visa on arrival to 171 countries, including most of Europe, Latin America and Asia. This makes the Cypriot passport one of the most powerful tools for international mobility. Looking at the details:
- Cyprus' tax system is rated 30 points by Nomad Capitalist. This is because Cypriots who have left the country are not taxed on income earned outside Cyprus. This gives citizens some flexibility in managing their tax residency.
- Cyprus scored 40 points on the global perception criterion. This category takes into account indicators such as the Human Development Index and the World Happiness Report, as well as the reputation of the country's citizens abroad. Overall, Cyprus is perceived favourably, but is not among the countries with the highest standing.
- The ability to hold multiple citizenships is another important criterion. Cyprus receives the maximum score of 50 points here because it does not restrict its citizens from acquiring a second nationality. This opens up additional legal and financial opportunities for those operating internationally.
- The category of personal freedoms (10% of the total score) includes factors such as freedom of the press, the existence of conscription and government control. Cyprus scored 40 points, placing it in the same category as other European countries where there is a moderate balance between security and personal freedom.
- Although Cyprus has slipped slightly in the rankings, its passport remains one of the most reliable and flexible in the international environment. It provides solid mobility, tax benefits and extensive legal opportunities for citizens, especially those working or investing abroad.
It is worth noting that the passport of neighbouring Greece came second in the global ranking with a score of 108.5. Greek citizens have visa-free access to 175 countries, one of the highest scores in the world.
The country's tax system avoids double taxation of foreign income, for which Greece scored 40 points. In the categories of global perception and personal freedoms, the country scored 40 points each, reflecting a steady but not maximum reputation on the world stage. Like Cyprus, Greece allows dual citizenship without restrictions, for which it also scored the maximum 50 points in this category.
The results of the 2025 ranking thus confirm the growing value of citizenship as a resource for global mobility and economic freedom. The passports of Cyprus and Greece continue to demonstrate their competitiveness, particularly among EU countries, by offering a balanced mix of rights, freedoms and opportunities to their citizens.
