Cyprus launches large-scale land use reform

Cyprus has taken an important step toward modernizing its urban infrastructure.

On Thursday, June 26, Parliament approved the Urban Development Zones Law, a key milestone in implementing the government's strategy for recovery and sustainable growth.

The Ministry of the Interior called the decision a "milestone in urban planning policy," emphasizing that the new law will open up previously blocked land for development while limiting unmanaged and chaotic urbanization. These innovations aim to systematically consolidate, manage, and redistribute fragmented or problematic land plots within officially approved urban development zones.

One of the main objectives is to streamline urban planning procedures and overcome bureaucratic obstacles that have hindered the development of entire neighborhoods for years. Now, inconvenient, fragmented, or inaccessible plots of land can be consolidated and transformed into land suitable for the city's modern needs.

The ministry emphasized that the law will help stop the widespread practice of chaotic individual construction outside city limits, which often leads to the inefficient use of infrastructure, traffic jams, and the destruction of the natural environment. In the long term, this initiative will be incorporated into the national Recovery and Sustainability Plan. Ten pilot projects to consolidate urban land will be launched in the next phase.

The law pays special attention to owners who have been unable to use their land for years. These include plots without access to roads, land with multiple co-owners, and land with financial encumbrances. Now, these owners will have the opportunity to build on their land.

The government hopes the new zoning system will revitalize abandoned areas, including those affected by natural disasters. These areas were previously considered too difficult to redevelop.

This will stimulate urban regeneration and economic growth while allowing for flexible planning of large-scale projects, including residential development and public infrastructure.

The new mechanism aims to increase the housing supply, particularly in cities where severe housing shortages are driving up prices and limiting choices for residents. With the consolidation of plots, land can be adapted more precisely to specific purposes, such as the construction of multistory buildings, the creation of green areas, the laying of roads, and the construction of pedestrian routes, public spaces, and other elements of a modern urban environment.

The law provides three possible mechanisms for implementing its provisions: unanimous agreement of all owners, agreement between owners and local authorities, or, in the absence of consensus, a decision by the Council of Ministers.

Cyprus is thus taking an important step towards a more sustainable, equitable, and modern urban environment capable of effectively responding to the challenges of the 21st century.
