Cyprus Ranks Among the World’s Top Startup Ecosystems

Cyprus has become one of the key players in the transformation of Southeast Europe’s startup landscape. According to the Global Startup Ecosystem Index 2026, the country climbed six positions to rank 34th globally. Cyprus’ startup ecosystem recorded growth of 62.7%.

For Cyprus, this is a particularly notable result: for the third consecutive year, the country has recorded the highest growth rate among startup ecosystems in the European Union. Positive momentum is also evident at city level. Limassol entered the world’s top 200 startup cities for the first time, Nicosia climbed 71 positions, while Paphos also improved its performance. In total, four Cypriot cities made it into the global top 1,000.

Cyprus’ main advantage is not the size of its domestic market, but its ability to quickly connect entrepreneurs, international businesses, investors and skilled professionals. For a small country, fast decision-making and an international outlook are becoming important competitive advantages.

Greece Loses Ground as the Region Accelerates

Against the backdrop of Cyprus’ rapid growth, Greece’s performance appears less impressive. The country fell four positions to 51st place, while its startup ecosystem grew by just 4.8%. For comparison:

  1. Cyprus — 62.7%;
  2. Turkey — 31.9%;
  3. Romania — 32.9%;
  4. Bulgaria — 25.4%.

Meanwhile, Turkey climbed to 38th place, while Istanbul returned to the world’s top 50 startup cities after recording growth of 28.2%. Ankara posted an even stronger result of 69.8%. Other markets in the region are also growing. Romania rose to 44th place, North Macedonia gained eight positions and recorded growth of 75%, Albania also climbed eight positions with growth of 71.1%, while Bosnia and Herzegovina recorded growth of 69.4%.

These figures cannot be compared directly without taking into account the size and maturity of each ecosystem. However, the overall trend is clear: Southeast European countries are increasingly developing their own technology hubs and seeking to attract international capital and skilled professionals.

Why Cyprus Could Benefit from the Growth of AI

Artificial intelligence is becoming one of the main factors transforming the startup market. Modern AI tools allow small teams to build prototypes faster, automate parts of the programming process, analyse markets and reach international customers. This is particularly important for Cyprus. The small domestic market has traditionally limited companies’ opportunities, but digital products allow them to target customers outside the island almost immediately.

Technology alone, however, is not enough. Startups need funding, skilled professionals, their first customers, infrastructure and the ability to test new solutions quickly. This is where Cyprus gains an additional advantage. The country’s compact size makes it easier to build connections between businesses, investors, universities and government institutions. The international orientation of the economy also encourages companies to look beyond the domestic market from the very beginning.

The Main Challenge for the Region

The Global Startup Ecosystem Index 2026 shows that competition for startups, skilled professionals and investment is becoming increasingly intense. Countries can no longer rely on strong positions simply because they have talented engineers or university research centres. What matters more is how effectively ideas are transformed into viable companies and international products. This is where Cyprus is currently demonstrating strong momentum. Growth of 62.7% and 34th place globally show that the island is gradually strengthening its status as a regional hub for technology companies.

The next stage, however, will be more challenging: maintaining high growth rates, expanding startups’ access to funding, attracting more international companies and turning the current momentum into sustainable development. With the rapid spread of artificial intelligence, smaller countries have an opportunity to compete with much larger markets. Cyprus is already taking advantage of this opportunity — and the results of the 2026 ranking confirm it.
