Cyprus ranked second in the European Union for the number of first-time residence permits issued to minors from non-EU countries, relative to the number of children living on the island. According to Eurostat, in 2024, Cyprus issued 2,584 residence permits per 100,000 residents under 18, reflecting the growing interest of foreign families in relocating to and studying in Cyprus.
How Cyprus Compares to Other EU Countries
Cyprus is surpassed only by Malta, which recorded 3,379 permits, but significantly ahead of Luxembourg with 1,861 permits.
On the opposite end of the scale are Latvia, Croatia, Estonia, Bulgaria, and Romania, each issuing fewer than 200 permits per 100,000 children.
Eurostat also highlighted France, where the number was only 17 permits, as France typically does not issue separate residence permits for minors.
Why Residence Permits Are Issued to Children
Across the EU, 540,445 first-time residence permits were issued in 2024 to minors who are not EU citizens. The most common reason was family migration:
- 356,554 permits (66%) were issued for family reunification or the formation of new family units.
- 160,618 permits (30%) were issued for other reasons, including international protection.
- Only 21,179 permits (4%) were issued for study or education, reflecting the fact that education is rarely the primary reason for child migration.
