On Thursday, July 17, the Office of the Commissioner for Electronic Communications and Postal Regulation (OCECPR) announced that new rules affecting all users of prepaid mobile services will come into effect. In accordance with Law 63(I)/2024, which requires the identification of SIM and eSIM card owners, all prepaid cards in Cyprus must now be identified. This measure aims to enhance security, protect consumer rights, and ensure the stability of telecommunications networks.
What users need to know: deadlines and rules
Identification must be completed by November 10, 2025. The procedure is free, does not require a change of number or SIM card, and can be carried out at mobile operators' offices or via their official websites. The law applies to individuals and legal entities, including users of private mobile phones and corporate systems with prepaid SIM cards.
It is important to note that identification is required for even active cards that have not been used recently. Cards that do not meet the requirements will be automatically deactivated and cannot be used for calls, sending messages, or accessing the mobile internet.
Special provisions apply to minors and corporate customers
The new regulation requires that all cards used by minors be registered by adults who have completed the identification process. This is important for protecting personal data and preventing unauthorized use of mobile communications by children.
Additionally, the law covers the corporate use of prepaid SIM cards, including their use in Internet of Things (IoT) devices such as alarm systems, vending machines, telemetry, GPS trackers, elevators, and drones. Companies and organizations must complete the identification process within the specified time frame to avoid card deactivation and business interruptions.

The mass identification of SIM and eSIM cards will help improve cybersecurity, reduce fraud, protect users from abuse, and ensure uninterrupted mobile communications, including in emergency situations.
Mandatory identification of prepaid cards is an important step toward creating a transparent, secure digital environment in Cyprus. The law considers the interests of individuals, families, and businesses, ensuring the stability of the telecommunications sector and fostering user confidence in digital services.
