Cyprus Launches the New iJustice Digital Platform

The iJustice digital court platform has officially launched in Cyprus. The authorities expect digitalization to help shorten case-processing times, reduce paperwork, and make the judicial system more convenient for both citizens and businesses.

What Services Are Already Available Through iJustice?

The new platform was presented by Deputy Minister of Research, Innovation and Digital Policy Nicodemos Damianou together with representatives of the Judicial Service and the Cyprus Bar Association.

During the first phase of implementation, the system allows users to file court claims electronically, manage court cases through a personal account, track their status in real time, and complete a number of administrative procedures without visiting a courthouse in person.

In addition, the system supports the electronic filing of interim applications and is fully adapted to the revised Civil Procedure Rules, which are gradually being introduced in Cyprus. Preparations are also continuing to connect the Commercial Court and the Admiralty Court, which will expand the platform's use to specialized categories of disputes. The transition to electronic document management is expected to significantly reduce document-processing times and ease the workload of court registries.

Why Did the Project Take Several Years to Launch?

According to Damianou, the project proved significantly more complex than initially planned. The development of the digital court system was accompanied by serious organizational challenges. The authorities had to terminate the previous contract after years of delays. The new public procurement procedure alone took four years, after which the project faced almost two more years of additional delays.

To prevent further problems, a decision was made in March 2025 to introduce the system in stages. Its development involves not only information technology specialists but also judges, lawyers, court employees, and future users of the platform. This approach makes it possible to gradually refine the system's functionality in line with the practical needs of the judicial system.

What Will Change by 2027?

The Cyprus government plans to complete the full implementation of iJustice by 2027. After that, the digital system is expected to be used in all courts across the country, including for criminal cases. The platform is also planned to be integrated with other government information systems, including the police warrant database and a number of public registries. This will speed up the exchange of information between government departments and shorten judicial procedures.

In the longer term, the authorities are considering the introduction of artificial intelligence technologies to enable faster searches of case law, legislation, and regulations. Plans also include online hearings, automatic transcription of court records, and the use of digital screens to work with electronic evidence directly during court proceedings.

Experts note that the digitalization of the judicial system is in line with Cyprus's broader e-government strategy. Dozens of online services for citizens and businesses have already been introduced in the country in recent years, while the launch of iJustice is regarded as one of the most important digital transformation projects in public services. The new platform is expected not only to accelerate the handling of cases but also to make the judicial system more modern, transparent, and accessible to all participants in the legal process.
