Cyprus has significantly improved its position in global innovation rankings, taking 15th place worldwide and first place in Southern Europe for the level of its innovative business environment. These data are presented in the new Innovators Business Environment Index 2026 report published by the international analytical platform StartupBlink. The ranking confirms that the country is confidently shaping itself as a promising innovation hub with favorable conditions for doing business.
Cyprus’s high position is linked to strong performance in taxation, government incentives, and overall market attractiveness for technology and innovation-driven companies. Experts note that the combination of a flexible fiscal policy and a stable legal system makes the country particularly appealing to international entrepreneurs and startups.
Cyprus’s leadership in taxation and business incentives
According to the index, Cyprus ranked first in the European Union for taxation and 10th worldwide by the same criterion. In addition, the country placed second in the EU for the level of business incentives, pointing to highly attractive financial and fiscal conditions for innovative companies, including technology startups and international IT projects.
Cyprus also entered the top 25% of the global ranking for key tax indicators, including corporate tax, capital gains tax, and dividend tax. These parameters remain among the main factors encouraging business relocation and the establishment of new companies on the island.

Assessment of innovation potential and the role of the state
Commenting on the ranking results, the Cyprus Research and Innovation Foundation noted that the indicators “confirm the presence of a solid foundation for the further growth of innovation activity.” According to the report, Cyprus offers one of the most competitive environments for innovation development, combining scientific potential with commercial opportunities.
The Foundation also emphasized that ongoing government programs and initiatives actively support both scientific research and its practical application in business. In recent years, particular emphasis has been placed on the development of the startup ecosystem, digital technologies, fintech, and research centers, which aligns with pan-European priorities for 2025–2026.
Global recognition of the innovation ecosystem
The Innovators Business Environment Index covers more than 125 countries and provides a broad international comparison of conditions for innovation activity. The assessment is conducted across 30 parameters, including ease of doing business, availability of incentives, and the country’s perception on the global market.
Cyprus’s rise in the ranking confirms its steady movement toward a knowledge- and technology-based economy. For international investors and entrepreneurs, this means that Cyprus is increasingly seen not only as a tourist destination, but also as a reliable platform for launching and scaling innovative projects.
