Minister of the Interior of Cyprus Konstantinos Ioannou announced on Monday, May 4, that the government of Cyprus will allocate an additional €11 million to the housing subsidy program for young people and married couples. This decision will expand the scope of the scheme and support those who are most in need of affordable housing amid rising property prices.
Who Will Be Eligible for Assistance
Thanks to the additional funding, another 277 applicants under the age of 41 will receive grants. The total number of approved beneficiaries will reach 677. Initially, the subsidies were intended for 400 recipients, but strong demand (a total of 1,018 applications were submitted) prompted the government to revise the program.
Participants may receive financial support of up to €50,000. The amount depends on household income and family composition, with priority given to young couples with children and low-income applicants. The first 400 beneficiaries have already been approved, with €14.5 million allocated for this purpose. The additional €11 million will cover all applications that meet the established criteria.

Ioannou emphasized that the expansion of the program is a direct response to high demand and part of a broader government policy to improve housing affordability. The situation is particularly acute in urban and suburban areas, where the shortage of affordable housing has reached a peak due to rising rental rates and property prices. The program is also aimed at strengthening the purchasing power of young families and vulnerable population groups.
Current Context
According to 2024–2025 data, average housing prices in Cyprus have increased by more than 12% year-on-year, while rents in Limassol and Nicosia have reached record highs. In response, the government is not only expanding subsidies but is also developing measures to encourage the construction of rental housing with regulated prices. Experts note that the subsidy program has already helped hundreds of families avoid excessive debt when taking out mortgages.
New applications can be submitted electronically via the website of the Ministry of the Interior of Cyprus. The ministry recommends submitting documents promptly, as the number of available places is limited.
