Cypriot citizens must obtain new ID cards for free movement within the EU

Residents of Cyprus, as well as other European Union citizens, are required to replace their old identity cards with new European-standard ID cards no later than 3 August 2026. This requirement is based on EU Regulation 2019/1157, aimed at enhancing document security and combating forgery.

After this date, old identity cards—especially those without an expiration date—will lose their legal validity and will no longer be accepted for travel within the EU. However, citizens will still be able to use their internal passports for travel.

In Cyprus, where ID cards are issued by the police, the phased replacement of old documents has already begun. According to the Ministry of Interior, the new ID cards comply with European biometric standards, featuring a chip containing a photo, fingerprints, and a digital signature.

Why this is important for Cypriots

For Cypriot citizens, replacing ID cards is not just a bureaucratic formality—it is essential for freedom of movement within the EU. Starting August 2026, attempts to travel to countries such as Greece, Italy, or France using an old identity card may result in denial of boarding or border entry.

Additionally, the new documents allow for faster electronic border control, simplify access to government services, online banking, and electronic voting, which are gradually being implemented across EU countries.

How ID card replacement works in Cyprus

In the Republic of Cyprus, ID card renewal is carried out through Civil Registry and Migration Department offices. Citizens must book an appointment, provide a valid document, birth certificate, and a recent photo. The replacement cost is around €30, and the processing time is up to 10 working days.

As of autumn 2025, over 40% of Cypriot citizens have already switched to the new ID format. The Ministry of Interior plans to complete the process by mid-2026, to avoid a rush in the final months before the regulation comes into effect.

Europe strengthens security and digitalization

The new ID card format is being introduced across all EU countries as part of a broader strategy to enhance security and protect personal data. The new documents contain integrated biometric features, making them almost impossible to forge.

Similar reforms are underway in Greece, where old identity cards issued according to 1960s standards are being completely phased out. Greece is also introducing a Personal Number, replacing tax and social identifiers, which will simplify interactions between citizens and government institutions.
