Cyprus Approves New Standards for Student Housing

The Ministry of Interior of Cyprus announced the launch of a new student dormitory construction plan providing reduced room size standards. According to the initiative, the minimum size of a student room will be 12 m2, including a bathroom with a toilet, sink, and shower. The project is aimed at expanding the availability of student housing amid growing demand and high rental rates across the country.

Minister of Interior Konstantinos Ioannou explained that the plan concerns the creation of compact residential modules that will make it possible to increase market supply while maintaining functionality and living comfort.

Compact formats and new development parameters

The new regulations apply to so-called “Student Residential Units” — autonomous blocks with a single entrance exclusively intended for students enrolled in recognized higher education institutions of Cyprus. Up to ten rooms are permitted within one such unit.

For a one-bedroom option, the total area of the residential block will be about 25 m2. The kitchen area is planned at approximately 4 m2, and the living room — about 9 m2. As the number of bedrooms within one unit increases, the area of common spaces will be redistributed, which will optimize construction costs and, as expected, help reduce rental prices.

In larger blocks, the kitchen may increase to 12 m2 and the living room to 20 m2, depending on the number of rooms. The total area of such modules may reach 150 m2. At the same time, the Ministry allows for adjustments to the standards depending on the specifics of a particular project, the development area, or the reconstruction of existing buildings.

Focus on affordability and social integration

The initiative is being implemented on the basis of urban planning legislation. The Ministry emphasizes that the goal is to integrate student housing into the urban fabric rather than create isolated quarters. New dormitories may be located either in standalone buildings or as part of multifunctional complexes, including residential buildings with other types of use.

Special attention is paid to sustainable mobility. For dormitories located within a radius of 1 km from universities, a reduced parking requirement is established — 1 parking space per 5 rooms, with mandatory bicycle or moped parking provided for each room. This approach aligns with the strategy to reduce automobile traffic in student areas.

At the same time, the placement of student residential blocks on the ground floors of buildings traditionally designated for commercial use is generally not permitted. The authorities aim to preserve the activity of shopping streets and historic centers, including areas with protected architecture.

Reasons for the reform: rising rents and university expansion

In recent years, the number of students in Cyprus has increased significantly. The expansion of universities in Nicosia, Limassol, Larnaca, and other cities, as well as the influx of international students, has led to serious pressure on the rental market. The high cost of housing has become one of the main social issues, and in some cases students have been forced to abandon their studies due to the inability to afford accommodation.

The authorities acknowledge that rising rental rates are linked not only to the increase in the number of students but also to the overall trend of rising real estate prices. The new dormitory construction plan is considered part of a broader policy to ensure affordable housing and reduce market imbalances.

Quality control and implementation prospects

All new “Student Residential Units” will be recorded in approved construction plans, and special conditions for regular monitoring by competent authorities will be included in development permits. Dormitories must comply with accessibility requirements for people with disabilities and safety standards.

The Ministry also clarifies that such facilities may be temporarily used to accommodate academic and research staff of universities. The category of students includes master’s and doctoral students, as well as participants in exchange programs, including Erasmus.

It is expected that the new urban planning regulations will encourage private investors to build small student residences in different cities of Cyprus. Amid the continued growth in the number of students and the persistent shortage of affordable housing, the initiative may significantly reshape the student real estate market in the coming years.
