Construction of the Seafront Promenade in Pervolia Village Near Larnaca Delayed

Why has the construction been delayed?

Construction of the second phase of the seafront promenade in Pervolia village in the Larnaca district has been delayed. The authorities had previously assured that the Lands and Surveys Department would be able to announce the tender by June 2026. However, that deadline was not met.

The tender has now been postponed to the second half of 2026, although an exact date has not yet been determined. Dromolaxia–Meneou Mayor Kypros Andronikou said the delay is a cause for concern. According to him, the department acting as the contracting authority for the project should launch the necessary procedures as soon as possible.

The completion of certain calculations and measurements has been cited as the reason for the latest delay. However, the mayor believes that this work should have been completed much earlier. In fact, the project involves a relatively small extension of the existing infrastructure — just 1.3 km.

Why has construction been delayed?

The first phase of the project was completed back in 2017, and plans for the second phase were prepared as early as 2018. However, it was later discovered that the project required redesigning. Part of the future development had mistakenly been placed within an area intended for wave energy dissipation. This required new design work and became one of the reasons for the prolonged delay. According to the municipal authorities, completion of the second phase is necessary for the further development of the Pervolia coastline. The new infrastructure is expected to improve the coastal area and make it more convenient for both local residents and visitors.

What the project includes

The second phase provides for the creation of modern pedestrian and cycling infrastructure. The project includes:

  1. a 1.3 km pedestrian and cycling path;
  2. a 6 m-wide promenade;
  3. a public space for sports and recreation;
  4. rest areas;
  5. sanitary facilities with showers and changing rooms;
  6. landscaped green areas;
  7. vertical connections to the area’s road network for pedestrians and cyclists;
  8. parking for 92 cars.

The project is therefore intended to transform this section of the coastline into a fully developed area for walking, sports and recreation, while also improving access to the sea.

When will construction begin?

At present, the tender has been postponed to the second half of 2026, but no specific date for its announcement has been given. According to the available estimate, the cost of the construction works is expected to exceed €1.5 million. The project is particularly important for Pervolia: once the second phase is completed, the coastal area will gain additional infrastructure combining walking routes, cycle paths, recreation areas and parking.

The next stages will depend on when the Lands and Surveys Department is able to announce the tender, select a contractor and proceed directly to construction works.
