The Department of Environment of Cyprus has approved the construction of an EGNOS (European Geostationary Navigation Overlay Service) ground station, which will be owned by Cyta and located in the community of Kallepia in the Paphos district.
Although the facility is planned within an area that forms part of the Natura 2000 protected network, environmental experts concluded that the project would not have a significant or irreversible impact on the environment, provided that all prescribed environmental protection measures are implemented.
Why the Project Is Important for Cyprus and Europe
The EGNOS system is considered one of the key components of the European Union’s satellite navigation infrastructure. Its purpose is to improve the accuracy of data received from global navigation systems such as GPS and Galileo. By providing additional signal corrections, the system enables users to determine their positions with significantly greater precision.
This is particularly important for aviation, maritime transport, emergency services, mapping applications, and modern transportation systems.
For Cyprus, participation in such a project carries strategic significance. The island is located at the crossroads of major aviation and maritime routes connecting Europe, the Middle East, and North Africa. Hosting a facility of European importance further strengthens the country’s role as a technological and communications hub in the Eastern Mediterranean.
What Will Be Built in Kallepia
The project includes the installation of a small technical module to house equipment and three satellite receiver antennas. The height of the antennas will not exceed 2.2 meters.
The site will also include five parking spaces, fencing, and a retaining wall approximately 95 meters long and between two and three meters high.
The station will receive satellite signals and transmit data for further processing within the European EGNOS network.
It is worth noting that Cyta signed an agreement with the European Union Agency for the Space Programme (EUSPA) as early as September 2021. After evaluating several alternatives, Kallepia was identified as the most suitable location for the station.
The choice was based on its favorable geographical position, appropriate elevation, absence of signal interference, and the low likelihood of future residential development in the area.
The facility’s primary function will be to transmit corrected navigation signals to users throughout the region regardless of weather conditions or other external factors.
Applications of the System
The system plays a particularly important role in civil aviation. Since 2011, the technology has been officially used by European airlines and airports to enhance flight safety.
Thanks to highly accurate navigation data, pilots receive more reliable guidance during landing approaches, especially in conditions of poor visibility, heavy rain, or other adverse weather conditions.
This is particularly valuable for smaller regional airports that lack expensive conventional navigation equipment.
For Cyprus, where the international airports of Larnaca and Paphos serve millions of passengers every year, the development of such technologies contributes to even higher standards of aviation safety.
Beyond aviation, EGNOS is widely used in maritime transport. The system helps vessels perform safer maneuvers when entering ports and navigating coastal waters.
The technology is also used in road transport, railways, surveying, cartography, location-based digital services, and agriculture.
In recent years, the importance of high-precision satellite navigation has grown rapidly due to the development of autonomous technologies, intelligent transportation systems, and the digital economy.
Environmental Requirements
Because the project is being implemented near a protected natural area, its environmental assessment was reviewed by a special committee that included representatives from the Department of Environment, the Forestry Department, the Game and Fauna Service, the BirdLife Cyprus organization, and the environmental NGO Terra Cypria.
A number of mandatory conditions have been established for the project’s implementation. In particular, the location of the technical module will be adjusted in order to reduce the length of the internal access road.
Only the existing unpaved road may be used for access, and it may not be widened or paved. The construction of new roads is prohibited.
The project also requires the elimination of permanent nighttime lighting, restrictions on construction activities during the bird nesting season from January 15 to July 15, and strict waste management controls throughout the construction phase.
