Large-Scale Reconstruction of the Historic Agios Ioannis Quarter Begins in Larnaca

The Municipality of Larnaca has announced the launch of one of the city’s largest urban reconstruction projects in recent years. On Monday, May 19, the municipality signed a construction contract for the comprehensive redevelopment of the historic Agios Ioannis quarter — one of the city’s most important districts in terms of history and cultural heritage.

The project is valued at more than €6.272 million excluding VAT, and will be carried out by Miltiades Neophytou Civil Engineering Contractors & Developers Limited. Construction is expected to last two years and completely transform the appearance of the district by 2028. The redevelopment is considered strategically important for the future of Larnaca, especially as the city prepares for its role as the European Capital of Culture in 2030.

How the District Will Change

The reconstruction will cover almost the entire historic center of the Agios Ioannis district, which is considered one of the oldest neighborhoods in Larnaca. Authorities plan to fully upgrade the road infrastructure, widen sidewalks, modernize street lighting, and create a more comfortable public environment for both residents and tourists.

Particular attention will be given to pedestrian areas and the integration of public squares into a unified urban space. The project includes the creation of a new pedestrian axis connecting the Agios Ioannis district with the historic Tuzla Mosque, which is expected to strengthen the area’s tourist appeal and connect key cultural heritage landmarks.

At the same time, major modernization of engineering infrastructure will take place, including the relocation of utility networks underground. This will not only improve the district’s appearance but also increase the resilience of the city’s infrastructure.

The renovated area will also feature new parking spaces, additional greenery, and modern urban equipment. Architects are focusing on creating a comfortable environment for everyday life and community activity.

A District With Unique History

Agios Ioannis holds a special place in the history of Larnaca. The district is home to the Church of Saint John, built in 1715 on the site of an earlier Frankish-era church. During the 18th century, it served as the cathedral of the Kition Metropolis and remains one of the city’s most important religious monuments.

The reconstruction project also includes the traditional bathhouse, the historic fountain in the square near the mosque, and the Tuzla Mosque itself — one of the recognizable architectural symbols of old Larnaca. Authorities emphasize that the project’s goal is not only to upgrade infrastructure but also to preserve the historical character of the district. For this reason, the architectural concept focuses on carefully integrating modern solutions into the traditional urban environment.

Why the Project Was Delayed for Several Years

The reconstruction was postponed multiple times due to difficulties coordinating engineering works and overlaps with other infrastructure projects in the city center. Additional delays arose during coordination with utility services and the division of construction zones. Strong interest from construction companies in the tender process also affected the timeline.

At the end of 2025, the municipality was forced to extend the application period for companies participating in the tender. Public consultations with district residents also became an important part of the preparation process. The local community actively supported transforming Agios Ioannis into a modern public space while preserving its historical identity.

Who Is Financing the Reconstruction

The project is being jointly financed by the Municipality of Larnaca and the Republic of Cyprus through the Department of Lands and Surveys. The architectural concept was developed by the office of Georgia Loizou, which specializes in urban regeneration and historical preservation projects. During the contract signing ceremony, authorities organized a public presentation for local residents, where architects introduced the future appearance of the district and answered questions from the community.

The reconstruction of Agios Ioannis forms part of the broader construction and infrastructure boom currently taking place in Larnaca. At the same time, the city is discussing projects involving new high-rise buildings near the port, marina modernization, and tourism infrastructure development.

Experts note that Larnaca is gradually becoming one of the fastest-changing cities in Cyprus. Amid growing investor interest and preparations for major European cultural events, authorities aim to create a more modern, convenient, and attractive urban environment. The reconstruction of the historic Agios Ioannis quarter is viewed as one of the key projects intended to combine heritage preservation with the city’s modern development.
