Cyprus ranked 11th among 192 countries in the Global Relocation Index 2026, scoring 69.7 out of 100. The ranking assesses countries across 24 indicators grouped into four main categories: taxes and finance, quality of life and healthcare, safety and stability, and settlement and opportunities.
Each indicator is converted to a scale from 0 to 100. In addition to the overall ranking, Rumavi also provides separate assessments for retirees, digital nomads, families and entrepreneurs. The importance of individual criteria varies depending on the category.
The ranking is compiled by Rumavi, a company operating in the relocation and real estate sector. Its data sources include World Bank indicators, Mercer cost-of-living data, the Global Peace Index and World Bank assessments of government effectiveness. Some indicators are based on expert evaluations.
Which European countries rank above Cyprus
Estonia ranked first globally with 72.8 points. It was followed by Singapore with 72.6 points, Malaysia with 72 points, Portugal with 71.6 points and Taiwan with 71.4 points. Lithuania, Hong Kong, Saint Kitts and Nevis, the Czech Republic and Malta also made the top 10.
Interestingly, Cyprus ranked sixth among European countries. Estonia, Portugal, Lithuania, the Czech Republic and Malta placed higher. Bulgaria followed Cyprus with the same score of 69.7 points. Latvia, with 68.7 points, also made the top 20. Overall, European countries account for exactly half of the places in the global top 20.
Banking, climate and property rights are Cyprus’s key advantages
One of Cyprus’s strongest indicators was its banking system, which scored 96.1 points. Ease of obtaining a visa received 82 points, while protection of property rights for non-citizens scored 80 points.
Experts also cite the island’s relatively affordable cost of living by European standards, Mediterranean climate and widespread use of English as additional advantages. For foreigners, these factors make day-to-day adaptation considerably easier. At the same time, Cyprus continues to be attractive not only for general relocation, but also for retirees, families, entrepreneurs and remote professionals.
The tax system is another important factor. According to current information from the Cyprus Tax Department, an individual can become a tax resident under either the 183-day rule or the 60-day rule, provided that the relevant legal conditions are met.
What prevents Cyprus from ranking even higher
Despite its high overall position, Cyprus also has weaknesses. The lowest scores were recorded for school education, at 45.8 points, and healthcare, at 56.7 points. These indicators significantly reduce the country’s overall score. At the same time, Cyprus performs much more strongly in safety, climate, banking and conditions for property owners.
Further confirmation of the island’s appeal as a place to live came from a Forbes ranking published in July 2026. Cyprus was included among the 24 best countries for retirement abroad. Forbes highlighted the low crime rate, political stability, climate and a cost of living roughly one-third below the US average. The publication identified Limassol, Paphos, Pyrgos and Larnaca as attractive places to live.
Overall, several international assessments in 2026 point to sustained interest in Cyprus as a relocation destination. However, the final choice of country depends not only on an overall ranking, but also on individual goals — whether related to work, investment, property purchase, family life or retirement.
